Guangdong innovates in import-export facilitation

Guangdong's inspection and quarantine department has announced more innovative measures to facilitate import and export in the Guangdong Pilot Free Trade Zone (FTZ), according to a press conference held in Nansha, Guangzhou, on Oct 24.

Innovative measures in inspection and quarantine

To meet the high standards of the investment and trade rules in the FTZ, Guangdong's inspection and quarantine department has launched innovative measures in inspection and quarantine, including non-paper procedures and big data for controlling hazardous chemicals by integrating the Internet with inspection and quarantine.

With these measures, the FTZ has facilitated swifter and more convenient customs clearance procedures. The enterprises are able to cut out the need to physically travel to various customs offices, saving a lot of time and money.

Global cooperation in quality traceability

Guangdong Entry-Exit Inspection and Quarantine Bureau has proposed to form a networking system in quality traceability involving governments, quality control organizations, import-export businesses and customers.

Eighteen global enterprises, including Danone, Meadjohnson and Midea, attended the press conference and signed the Memorandum of Understanding to build a global quality traceability system. They promised to provide authentic information about their import and export goods to facilitate the communication channels with customers and regulatory bodies. Governments of different countries, particularly those along the Belt and Road route, also agreed to join the system.

In the system, the quality information provided by each segment in the consumption period will be recorded and managed through big data and cloud computing. In return, every segment can search for information with a unique traceability code for each goods.

Trial operation of the system in the first half of 2016 has witnessed improvement in regulation work and a crackdown on counterfeit and shoddy products. The qualification rate of export goods in the FTZ has increased by 38.7 percent. Nansha port has hunted down and seized poor quality products being sold by some 60 producers.

Macro management in risk prevention and control

With the joint efforts of the Institute of Free Trade Zones of Sun Yat-sen University in Guangzhou and Guangdong Entry-Exit Inspection and Quarantine Bureau, China's first risk prevention and control system designed for a FTZ has been developed to help the macro management of import and export goods.

Through searching the transaction information recorded in the global quality traceability system, different industries can make adjustments oriented by the import and export market and governments can allocate resources in an optimum way.

Meanwhile, intelligent regulation can help to prevent the risks in safety, environment, health and trade barriers.

It is hoped that these innovative measures in inspection and quarantine used in Guangdong Pilot Free Trade Zone will help to build new trade rules in importing and exporting goods and facilitate development in international trade.
